Information for Recently Annexed Areas

The city has recently annexed four sections of the Rock Springs area and the following is a compilation of information needed for the new residents of the City of Kingsport.  Please refer to the following maps to find recently annexed areas.  Click on images for a large image.

Kingsport Property Tax

The value of your property must be assessed by the County, either Sullivan or Hawkins, depending on residency.  City taxes are based on this assessment.  The recently annexed areas of Rock Springs are in Sullivan County.  The city’s property tax is 1.94% for those in Sullivan County.  Hawkins County residents have a tax of 2.24%.

For those who have been recently annexed, the city tax begins on January 1st of the year following annexation.  Taxes are not prorated from the time of annexation.  Therefore, city property taxes will not begin for recently annexed properties until January 1st, 2010.


Water

The city water rate is structured according to the amount consumed.  The water is significantly lower for those living inside the city limits.  Those who have been recently annexed will notice about a 50% reduction in their water bills.  The water rates are provided below.



Area Specific Data

Police and Fire department services are immediately available upon annexation.

RS1

During their June 2, 2009 meeting, the BMA passed the RS1 Annexation on 2nd reading.  The annexation's effective date is 2 July 2009.  Please find a map attached showing the annexation area highlighted in green.

Zoning: City R-1B & City PD

Current Land Use: single family and vacant land; a total of 21 parcels located in the Hidden Acres Subdivision, Vantage Pointe Subdivision, and west of Rock Springs Road.

Current population: 39

Streets included in this annexation: none


RS2

During their July 21, 2009 meeting, the BMA passed the RS2 Annexation on 2nd reading.  The annexation’s effective date is 20 August 2009.  Please find a map attached showing the annexation area highlighted in green.

Zoning: City R-1B & City B-4P

Current Land Use: single family and vacant land; a total of 7 parcels located in the Peppertree Subdivision, as well as one parcel across Rock Springs Road from “South Edinburgh.”

Current population: 15

Streets included in this annexation: a portion of Peppertree Drive


RS3

During their August 4, 2009 meeting, the BMA passed the RS3 Annexation on 2nd reading.  The annexation’s effective date is 3 September 2009.  Please find a map attached showing the annexation area shaded in red.

Zoning: All City R-1B

Current Land Use: single family, vacant land, and one church (church located at 2444 Rock Springs Rd); a total of 16 whole parcels and 3 partial parcels located on the west side of Rock Springs Road (south of the Edinburgh Subdivision).

RS4

During their August 4, 2009 meeting, the BMA passed the RS4 Annexation on 2nd reading.  The annexation’s effective date is 3 September 2009.  Please find a map attached showing the annexation area shaded in red.

Zoning: All City R-1B

Current Land Use: single family and vacant land; a total of 8 parcels located on the south side of Rock Springs Road and south side of Snapps Ferry Road.

RS5

During their September 1, 2009 meeting, the BMA passed the RS5 Annexation on 2nd reading.  The annexation’s effective date is 1 October 2009.  Please find a map attached showing the annexation area shaded in red.

Zoning: All City R-1B

Current Land Use: single family; a total of 62 parcels located inside the Hidden Acres Subdivision

Streets included in this annexation: Foxport Rd, and portions of Hidden Acres Rd and Hidden Pines Dr.


RS6

During their September 1, 2009 meeting, the BMA passed the RS6 Annexation on 2nd reading.  The annexation’s effective date is 1 October 2009.  Please find a map attached showing the annexation area shaded in red.

Zoning:
All City R-1B

Current Land Use: single family; a total of 101 parcels located inside the Hidden Acres and Peppertree Subdivisions.

Streets included in this annexation
: portions of Peppertree Dr., Valleydale Dr., & Sumpter Rd, as well as all of Peppertree Ct., and Raventree Dr.,
